"They have broadened their basis by bringing in the National Coalition Party of 25 members, who form the greater part of the Opposition, and are Conservatives. M. Ryti, the head of the new Government, who has returned to politics from the Governorship of the National Bank of Finland, has a European reputation in financial circles and possesses great administrative ability. He is a K.C.V.O. M. Tanner, Minister of Foreign Affairs, and M. Paasikivi, Minister without Portfolio, were members of the Finnish delegation to Moscow."
